Yes, red wine vinegar is permissible to consume. Vinegar is a basic foodstuff made from wine that has undergone a chemical change to become acidic or sour. If the wine turns to vinegar by itself without any deliberate treatment, it is permissible to eat, drink, and handle. However, if the wine has been deliberately treated to become vinegar, scholars differ on its permissibility.
And Allah knows best.
