No, blackmail is not allowed in Islam. Asking for money must be based on lawful contracts such as selling or renting. Our Prophet (sallallaahu alayhi wassallam) gave clear guidelines that promises should always be kept and secrets should never be revealed. Blackmailing is considered evil.
